"Luggage Confusion for Cabin"

Why does Thomas Cook insist on such a weird set of dimensions for cabin luggage? With only 2 or 3 commercially sold that fit their sizes isn't it time that they got more practical? Try buying a cabin bag 43 x 28 x23 cm, Mr Cook, and you'll see what I mean.

Why not a dimension guide and a volume/weight limits not to be exceeded ?? - or is that too much to ask. .
