"Why have a telephone??????"

What is the point of having a telehpone? when nobody answers it. Or a voice message comes over asnd say that call cannot be answered, but can't leave a message. I only want to know if there's a problem at Royal Mail. I manage 85 apartments and noone has received any mail today..
